Low Income Energy Assistance
Helping you to pay a portion of your heating bills.
The Low-Income Home Energy Assistance Program is a federally-funded program that helps income eligible households pay for a portion of their heating bills. This program is funded by the Department of Health and Human Services through the Iowa Department of Human Rights/DCAA. Clients must bring gross income verification for the past 90 days or the past calendar year. We serve Clarke, Decatur, Lucas, Monroe and Wayne counties. Additional funds for energy services may be available through the ECIP (Energy Crisis Intervention Program) component of the program and with limited utility funds.
Here are the qualifing factors:
- Households must be at or below 150% of poverty to qualify for assistance. If the household income is above 150% of the Federal Poverty Level, but at or below 60% State Median Income can be considered for medical waiver approval.
- Clients would need to contact the outreach office in their county to see if they would qualify through the medical waiver component of the program. Applications for elderly and handicapped individuals begin October 1 and all other households can apply beginning November 1.
- Clients must also bring a copy of their most recent heating and electric bill, and telephone bill. The assistance is based on household income, household size, type of fuel, and other factors.
