The Low-Income Home Energy Assistance Program is a federally-funded program that helps income eligible households pay for a portion of their heating bills. This program is funded by the Department of Health and Human Services through the Iowa Department of Human Rights/DCAA. Clients must bring gross income verification for the past 90 days or the past calendar year. We serve Clarke, Decatur, Lucas, Monroe and Wayne counties. Additional funds for energy services may be available through the ECIP (Energy Crisis Intervention Program) component of the program and with limited utility funds.
